Rupar 2 - Wi-Pie Programme

Since 1997, the Piedmont Regional Government promoted and financed the interconnection of the different local administrations: today 2147 public institutions (local government, schools, libraries, hospitals) for over 2700 seats are using connections and services provided by the so called RUPAR (Network of the Public Administration). These figures are relevant considering that most of the piedmont municipalities (800 out of 1206) are situated on the hills or in the mountains: only the 30 % of them is reached by narrowband. For overcoming this digital divide, the Regional Government has started a new program, called RUPAR2, aiming at increasing the competitiveness of the business system, the territorial development and at enhancing the local public administration. By 2007, the regional government will invest 22 millions of euro in the RUPAR2 programme in order to allow public and private institutions in sharing the same networking infrastructure. The programme will be articulated into seven different actions, devoted to inspect both the request and the offering in terms of ICT services within the Region, but also in finding the best technical and architectural solution - Observatory: the local institution for economic and social research (IRES) will provide indicators both dealing with public administrations’, citizens’ and enterprises’ needs, and monitoring the results of the programme - Backbone: connecting strategic regional points through optical fibre - Access: the programme will create Metropolitan Area Network (MAN) in the most important city of the region, in order to enhance collaboration through public and private institutions - Wireless: wireless connections (satellite, wi-fi) will be set up in order to connect rural and mountain areas. . The target group of this action consists in about one million of inhabitants. - Connection with national and international programmes: the programme will be developed in order to be coherent with national network architecture and international initiatives - Research, academy and school: action line aimed at testing and developing new protocols and services - Broadband services: in order to empower innovative services. The Research, Academy and School Action The Research, Academy and School action is devoted to the development of enabling technologies, like IPV6 protocol and GRID Computing. Cooperation among different academic institutions and existing networks (Dschola) will be supported. This action will carry on a specific activity of technology watch, for supporting advanced research. The aim of this action is to increase the use of the RUPAR2 platform by schools, universities or private research centres. A specific milestone is related to the constitution of Community Networks, aimed at testing, validating and spreading the results of the emerging technologies. CSP is the coordinator of this specific action. CSP will set up two different prototypes, for promoting RUPAR2: a community network about knowledge management and “digital territory” for marginal areas. The community network will be held on the basis of different projects and experiences carried out by CSP, dealing with schools and universities, Dschola and the two EU-funded projects CoLabs.eu and eStream.
